His latest backdown is from his loud threat not to sign any bills until the state has a budget.
What made him pull out his pen?
Red ink, of course.
Proposition 1, the Safe, Reliable High-Speed Passenger Train Bond Act for the 21st Century (pdf), is already qualified for the November ballot. It’s a gigantic $9 billion boondoggle wasting bond-raised funds to build a high speed rail line from Los Angeles to San Francisco.
AB 3034, now headed to The Taxinator’s desk for signing in red ink, will swap out Proposition 1 on the November ballot for Proposition 1A. The two propositions differ in cost (1A is higher, natch, at $9.95 billion), flexibility in funding alternative routes (easier to get more yes votes) and “ more fiscal oversight .”
The state is $15 billion dollars in the hole.

Dr. Thomas A. Schultz, former chaplain for the police department of the City of Cypress and a retired commander in the United States Navy, was buried today in Cypress following a memorial service at the Church of Our Fathers at Forest Lawn.
Councilmember Leroy Mills attended, representing the City Council. Police Chief R. A. Hicks and two other officers represented the Cypress Police Department.
